Crop production was less than 10% of annual cereal requirements: maize production fell by 61%, sorghum by 88% and wheat by 38%. Around 710,000 people are affected by drought and 491,000 people are in need of food assistance. In June 2016, the government began to subsidize maize meal and pulses by 30% but even with the subsidy, maize meal remains expensive for households with low purchasing power.
